Week 10 - "The Fool Gets Beaten Even in Internet"
Who is Kevin Mitnick?
Considered one of the first hackers, Kevin David Mitnick, known in the web world as "The Condor" or "The Darkside Hacker", is known as one of the most notorious hackers ever. Mitnick was recorded as the first hacker to be included in the FBI's most-wanted list of cybercrime. He is known for his expertise in many areas from telephone communication systems to bus card systems. One of the most famous hackers of all time, Mitnick currently works as a computer security consultant at his own company, Mitnick Security Consulting, and continues to lecture in many parts of the world.
What is the "Mitnick formula"?
In his book, Kevin Mitnick suggests three different aspects to evaluate security - Technology, Training, and Policy.
In the following paragraph, I will analyze and evaluate the current security circumstance in Azerbaijan. The International Telecommunication Union (ITU) has released the Global Cyber Security Index for 2017. The index reflects the level of cybersecurity exposure of ITU member countries. The index, which includes 193 countries, covers issues such as the legal framework, technical information, organizational issues, and cooperation. Azerbaijan ranks 48th in the index (0.559 points).
It is not easy to find the latest information about the usage of new devices in large-scale networks. Frankly speaking, I believe there are many parts that should be renewed or upgraded in many organizations' networks. However, due to financial problems, not every organization is willing to take action. Speaking of implementing antivirus on personal computers, nearly everyone uses antivirus on their computers in Azerbaijan. The Center for Combating Computer Incidents (CERT) of the State Agency for Special Communications and Information Security of the Special State Protection Service of the Republic of Azerbaijan has developed a basic version of the Malware Analysis virus protection system for Internet users. Internet users can access the software on official websites.
Training-wise:
Awareness of ICT users is also important among cyber security measures. In this regard, a round table on "Cybersecurity in Azerbaijan" on May 30, 2013, a seminar on "Cybersecurity: the current situation and means of protection", "Information Security", "Personal Data Protection" presented by the NATO Azerbaijan International School, The Security Council's "Youth Participation in Decision-Making and Policy Implementation" conference in Baku in 2013, the annual "Azerbaijan International Telecommunications and Information Technologies" (Bakutel) exhibition and conference, which has become the leading ICT form in the Caspian region.
Policy-wise:
the Cyber Security Service under the Ministry of Transport, Communications, and High Technologies of the Republic of Azerbaijan is an executive body that provides education and methodological assistance in the field of cyber security, as well as a coordinating body that takes measures to prevent the placement of prohibited information on Internet information resources and illegal collection, processing, and protection of personal data. In order to increase the effectiveness of protection of human rights and freedoms in the cyber world in the Republic of Azerbaijan, approved by President Ilham Aliyev dated December 27, 2011. It was instructed to revise the chapter "Crimes against computer information" of the Criminal Code and prepare proposals to bring it into line with the requirements of the Convention on Cybercrime of November 23, 2001. This issue was resolved on a normative basis in 2012. Chapter 30 of the Criminal Code was renamed "Cybercrime" with the implementation of international law. All cyber criminals are punished under the law of "Cybercrime". I would definitely say that the law is very strict when dealing with cybercrimes.
To conclude, in recent years, the fight against cybercrime is one of the most important issues not only in Azerbaijan but around the world. The number of Internet users is growing every year, and the scale of cyber threats is growing. According to the latest data, more than 500 million people around the world became victims of such threats every year. After Azerbaijan accedes to the European Convention in this field, both the legislation and relevant practices are brought into line with international standards.
